
We decided not to run our 2% legislation this
year since the economic outlook was so bleak.
We were terribly disappointed last year with the
huge surplus that the legislators did not see
fit to pass it. Two of the most powerful
Senators strongly opposed it and our bill did
not reach the floor of the Senate. It passed the
house and is currently in the sifting committee.
We are coming close to the end of the 2009
Session, but perhaps you would have an interest
in several bills currently being debated.
HB 219 would raise the tax on a package of
cigarettes another 70 cents, bringing the total
state tax to $1.40 per pack. The revenue gained
could offset the high cost of health care for
lung cancer.
Several health care bills are in the works. Two
of interest are HB188, Clark, and HB165. They
both have a good chance of passing. HB165 could
benefit consumers by simplifying the billing
process. It could also save money by making
billing more efficient.
Of concern to some is SB214, Valentine. This
bill would change the Public Service Committee
from a pubic policy committee to an advisory
committee. As you can see, it would weaken the
ability of the Committee to take action.
SB79, Knudson, would place the burden of proof
in a medical malpractice suit to the consumer.
And, finally, If you have recently filed your
Utah State Income Tax form under the new Flat
Tax Law...You probably saw a big increase in
your State Tax. When this bill was passed
several years ago it was said to be revenue
neutral. I'm not sure who had their taxes cut,
but none of my middle income friends nor I saw a
cut. We all had to pay more. I wonder if we
should let our legislators know that we are
unhappy and would like to see the Flat Tax Law
be repealed.
