BYLAWS
UTAH RETIRED SCHOOL EMPLOYEES ASSOCIATION
ARTICLE I - ELECTIONS
Section 1. Method of election.
The elections shall be held in March/April. Ballots will be distributed by mail to all members of the Association and shall be returned by April 10. Results of the election shall be reported to the Board by April 20. Newly elected officers shall be involved in Board meetings and planning activities starting at the time of notification of election no later than May 1.
Section 2. Term of Office.
The term of office shall begin September 1st of the year of election and shall be for two years, or until the successor is installed.
ARTICLE II- DUTIES OF ELECTED AND APPOINTED OFFICERS
Section 1. Duties of Elected Officers
a. President
The President shall:
(1) Preside at all official meetings of the Utah Retired School Employees Association.
(2) Initiate action to achieve the purposes of the Association.
(3) Represent the Association with other associations and agencies.
(4) Assume responsibility, in association with the Membership and Unit Development Chair and the AARP State Retired Educators Association Liaison, for organizing new units.
(5) Appoint non-elected members of the Executive Board.
(6) Appoint chairs of standing and ad hoc committees.
(7) Make reports to the Executive Board.
(8) Be an ex officio member of all committees, except for the nominating and election committees.
(9) Prepare and present annual budget to the Executive Board.
b. President Elect:
The President Elect shall:
(1) Advise and assist the president in the performance of duties.
(2) (2) Have primary responsibility for developing the official program for the annual state meeting and the leadership meeting(s).
(3) In the absence or disability of the president, assume the duties of the president.
(4) Succeed to the office of president to fill an unexpired term.
(5) Promote programs as determined by the Executive Board.
(6) Will assume the Presidency after the current Presidents term of office.
c. Immediate Past President
The Immediate Past President shall:
(1) Advise and assist in all activities of the Association.
(2) Perform other duties as may be assigned by the Executive Board for a period of one year following the term as President.
d. Treasurer
The Treasurer shall:
(1) Be the custodian of all funds of the Association.
(2) Receive and collect membership dues and keep record of dues and payments.
(3) Issue membership cards from a current membership list.
(4) Make and file vouchers for all disbursements.
(5) Keep an account of all receipts and disbursements and the location and status of all assets of the Association.
(6) Submit a quarterly financial report to the Board at its regular meeting.
(7) Submit a fiscal year financial report at the September meeting of the Board.
(8) Present the fiscal year financial report to the membership at the annual meeting.
Section 2. Duties of Appointed Executive Board Members
a. Executive Director
An Executive Director may be appointed by the Board of Directors and shall serve at its direction.
b. Bulletin Editor
The Bulletin Editor shall:
(1) Collect, compile and prepare for publication all materials for the Association Bulletin, to be issued at least quarterly including January, March, May/June and September and others as needed.
(2) Prepare the Bulletin and other communications to the membership for bulk mailing.
c. Community Presence Chair
The Community Presence Chair shall:
(1) Plan and develop local and state-wide programs that demonstrate URSEA's presence in the communities of the state.
(2) Involve the Board and unit presidents, or their representative, in the origination, planning and presentation of these programs.
(3) Ensure programs receive appropriate publicity.
d. Health Services Chair
The Health Services Chair shall:
(1) Plan and supervise activities to identify the health care needs of URSEA's members.
(2) Prepare advocacy plans and strategic activities to assist in fulfilling those health care needs.
e. Historian
The Historian shall:
(1) Keep and maintain a record of all significant events of URSEA and its members.
(2) Maintain a file of the Association's bulletins.
g. Legislative Chair
The Legislative Chair shall:
(1) Chair a statewide committee of local unit legislative chairs and members- at-large as needed.
(2) Represent the Association as determined by the Executive Board.
(3) Assist the Association in determining advocacy issues and priorities.
(4) Provide leadership in Association advocacy activities.
h. Membership and Unit Development Chair
The Membership and Unit Development Chair shall:
(1) Plan and supervise programs and activities, with the approval of the Board, that will stimulate increased membership in local units and the establishment of new local units in strategic areas of the state.
(2) Encourage at-large membership where units are not organized.
(3) Develop strategies to maintain current memberships.
i. Secretary
The Secretary shall:
(1) Conduct the correspondence of the Association under the direction of the president.
(2) Record and maintain a file of the minutes of all official meetings of the Association.
(3) Mail a copy of the minutes to each member of the Executive Board and the Advisory Board, following each meeting in which they are involved.
(4) Mail copies of the agenda for upcoming meetings to Executive Board members and/or Advisory Board.
Section 3. The State Retired Educators' Association Liaison
The State Retired Educators Association Liaison (SREAL) is appointed by the Utah state office of the AARP for a term of two years, and may be re-appointed for up to three two-year terms.
The SREAL shall:
(1) Serve as liaison between URSEA, the Utah state AARP office, the NRTA division of AARP, and the national office of AARP.
(2) Encourage URSEA participation in the strategic activities of AARP.
(3) Assist in the activities and duties of the executive board and the advisory board.
(4) Assist the President and the Membership and Unit Development Chair in membership programs and organizing new local units.
(5) Serve as a voting member of the Executive Board.
ARTICLE III- EXECUTIVE BOARD
Section 1. Powers and Duties
The Executive Board shall:
(1) Establish policy for the Association.
(2) Approve appointment of members to fill vacancies on the Board.
(3) Approve appointment of chairs and members of standing committees.
(4) Approve the annual budget.
(5) Authorize and approve expenditures not listed as budget items.
(6) Take action deemed necessary to carry out the purposes of the Association.
(7) Amend the bylaws of the Association as necessary.
ARTICLE IV - ADVISORY BOARD
Section 1. Powers and Duties
The advisory board consisting of local unit presidents shall:
(1) Serve in an advisory capacity to the Executive Board as they may be called upon.
(2) Assist the state organization in accomplishing its purposes.
(3) Assist in facilitating communications.
ARTICLE V - COMMITTEES
Section 1. Standing Committees
The standing committees shall be:
(1) Bulletin
(2) Community Presence
(3) Health Services
(4) Historian
(5) Legislative
(8) Membership and Unit Development
Section 2. Ad Hoc Committees
Ad hoc committees shall be:
(1) Auditing
(2) Nominating
(3) Elections
(4) Other committees as suggested by the NRTNAARP may by appointed to serve the Association.
Section 3. Appointment of Committees
The president, with consent of the Executive Board, shall make appointments to all committees.
Section 4. Duties of Committees
The auditing committee shall:
Audit the Treasurer's books at the close of the term of office or at other times as directed by the Executive Board.
Nominating Committee shall:
(1) Seek out candidates for the elective offices of President, Vice President, and Treasurer.
(2) Prepare a slate of officers to be placed on the mail ballot for the March/April Bulletin.
(3) Accept any additional nominations for the elective offices and see that they are placed on the ballot.
Elections Committee shall:
(1) Receive the marked mail ballots sent to members for the election of President and Vice President on odd-numbered years and Treasurer on even-numbered years.
(2) Count the ballots and report the results at the appropriate time.
(3) Destroy the marked ballots.
ARTICLE VI - MEETINGS
Section 1. Executive Board.
The executive board shall meet a minimum of six times a year.
Section 2. Advisory Board.
The Advisory board shall meet in conjunction with the URSEA Executive Board three times a year with the following dates recommended: Annual Meeting and Leadership Workshops or as necessary.
Section 3. Membership.
The annual meeting of the Association shall be set by the Executive Board.
Section 4. Regional Meetings.
Regional meetings of the membership may be held at the call of the President and the Executive Board.
ARTICLE VII - DUES
Section 1. Amount of Dues.
Membership dues for active members shall be $12.00 per year.
Section 2. Membership Year.
The membership year shall be from September 1 to August 31.
Section 3. Life Membership.
Life memberships shall be given to past presidents of the Association.
ARTICLE VIII - BUDGET
Section 1. Establishing the Budget.
The president, in cooperation with the treasurer, shall present a proposed budget to the Executive Board for approval one month prior to the beginning of the fiscal year.
Section 2. Expenditure of Funds.
Funds shall be expended according to budget provisions or upon action by the Executive Board. Expenditure shall include but not be limited to the following:
(1) Expenses of officers incurred in the performance of their duties shall be reimbursed.
(2) Authorized travel shall be compensated at a rate determined by the Executive Board.
(3) Other necessary expenditures shall be reimbursed upon presentation of receipts.
(4) Reimbursement for expenditures for services of persons other than officers shall be authorized by the Executive Board as deemed necessary to fulfill the purposes of the Association.
ARTICLE IX - FISCAL YEAR
The fiscal year of the Association shall be September 1 to August 31. All financial transactions of the Association shall be completed between the time of the elections and August 31, including the transfer of signatures and documents.
ARTICLE X - PARLIAMENTARY PROCEDURES
Robert's Rules of Order, Newly Revised, shall be the official guide for business procedures of the Association.
ARTICLE XI - AMENDMENTS
These bylaws of the Association may be amended by a two-thirds affirmative vote of the Executive Board provided the amendment is presented for consideration at a meeting at least one month prior to the meeting at which action is to be taken.
