STANDING RULES
UTAH RETIRED SCHOOL EMPLOYEES ASSOCIATION
MEMBERSHIP
1. The membership committee shall make such contacts with school district officers, association leadership, or school principals that will identify new retirees. Intro- ductory letters and membership materials will be sent to all new retirees in June of each year. Subsequently, retirees will be sent information as identified.
2. The membership shall meet annually, at such time and place as may be determined by the members of the Board, to conduct such business as may come before it.
THE BULLETIN
3. The official publication of the Association shall be called the BULLETIN.
4. The BULLETIN shall be issued at least quarterly, including January, March, May/June/July and September and shall be mailed to all members and prospective members of the Association.
5. All Constitution changes and notification of intent to amend official documents shall be sent to all members in the BULLETIN.
FINANCIAL
6. A complete financial report shall be presented to the Executive Board at its September meeting by the Treasurer.
7. The financial records of the Association shall be audited every two years at the end of the term of office of the Treasurer. The audit shall be an internal audit conducted by a member who is not a member of the Executive Board.
8. Surplus funds of the Association shall be invested at a competitive interest rate, at such institutions approved by the Executive Board. Investments shall not be made in stocks or bonds.
9. An inventory of assets, both financial and other holdings, shall be presented annually to the Executive Board.
EXPENSES
10. Mileage payments to the Annual Meeting shall be made to unit presidents and members of the Executive Board who attend. The rate shall be 36.5 cents per mile.
11. Officers and members of the Executive Board shall be reimbursed for mileage and actual expenses upon presentation of a voucher and receipts.
12. The Association shall pay mileage, at the usual rate, to members who attend the UEA House of Delegates.
ANDRUS FOUNDATION
13. The Association shall match all funds contributed by a local unit to the Andrus Foundation.
ELECTION OF DELEGATES
14. The election to office shall constitute election to the UEA House of Delegates. Additional delegates may be appointed by the President.
DONATIONS
15. Donations by URSEA to various funds or charitable organizations will not be made unless there is a direct relationship to retired persons and it is approved by the Executive Board.
SPECIAL COMMITTEES
16. Ad hoc committees to accomplish special purposes may be appointed by the President with the approval of the Executive Board.
17. The President shall appoint a special committee to organize a pool of volunteers for charitable purposes.
TRAINING MEETINGS
18. Leadership training meetings shall be conducted as needed.
LEGISLATIVE ACTION
19. URSEA Executive Board shall compile the list of legislative/advocacy goals for the coming year by September.
20. URSEA shall endorse no political candidates.
21. A communications telephone tree shall be established under the direction of the President to notify unit legislative committee chairmen or other key unit leaders of important developments in legislative matters.
AARP RELATIONSHIPS
22. URSEA shall support the goals and programs of AARP, shall encourage membership in that organization, and shall work cooperatively with the officers and staff of that organization to further the enrichment of life for retirees.
TRAVEL PROGRAMS
23. The Executive Board may make information available to its membership, and may supply membership mailing lists to such organizations that may provide a service to those retired. URSEA will give no endorsement to any travel program unless it is the sponsor of the program. The mailing of any brochures to the membership must have prior approval of the Executive Board.
SERVICE AWARDS FOR COMMUNITY SERVICE
24. Guidelines for Association Service awards, which are presented at the Annual Meeting in October, shall be adopted by the Executive Board and mailed to all unit presidents prior to the meeting.
UEA RELATIONSHIP
25. URSEA will work harmoniously with the UEA to promote and support programs of mutual benefit.
MEMBERSHIP RECRUITMENT
26. The President may use such funds that are budgeted or approved to assist in the establishment of new units or to assist units that need revitalization.
ANNUAL MEETING LUNCHEON
27. Board members and Unit presidents will be guests of the Association.
